Job Summary:
As a Specialist/Senior Specialist, Capital Markets, you will contribute to the development and implementation of standards for Islamic capital markets. You will work closely with regulatory and supervisory authorities, international organizations, and industry stakeholders to enhance market stability, resilience, and sound development. The role involves policy formulation, capacity development, financial stability monitoring, and active engagement with global stakeholders to support the advancement of Islamic capital markets.
Key Responsibilities:
- Capital Markets Policy Development: Contribute to the formulation of global policies and standards that promote the stability, transparency, and sound development of Islamic capital markets, including sukuk, working with a broad range of regulatory and supervisory authorities.
- Capacity Development: Support the development and delivery of technical assistance programs, workshops, and capacity-building initiatives for regulatory and supervisory authorities to facilitate the adoption and implementation of IFSB standards and best practices.
- Market and Financial Stability Monitoring: Track global trends, emerging risks, and regulatory developments impacting Islamic capital markets and sukuk, assessing their implications for financial stability and market resilience.
- Research and Policy Analysis: Conduct in-depth research as needed, on Islamic capital markets, including sukuk structuring, regulatory frameworks, market development, and emerging trends, to inform policy recommendations and technical guidance.
- Stakeholder Engagement: Engage with regulatory and supervisory bodies, international organisations, financial market authorities, industry players, and other key stakeholders in the execution of various projects. Foster strong relationships to support standard-setting initiatives and policy development.
Qualifications:
- An advanced degree in finance or a related field, with a minimum of 3-7 years of experience in regulatory policy development or market supervision.
- Strong understanding of Islamic capital markets, sukuk, and related financial instruments, as well as regulatory and supervisory issues. Familiarity with international capital market standards (e.g., IOSCO, IFSB standards) is an advantage.
- Excellent analytical and problem-solving skills, with a demonstrated ability to assess market risks and policy challenges.
- Strong interpersonal skills to effectively engage with diverse stakeholders across international markets.
- Excellent oral and written communication skills in English. Fluency in Arabic, French, or Russian is an advantage.
- Ability to work independently and as part of a team.
Working Conditions:
- Full-time, three-year contractual appointment. Renewable for subsequent terms, subject to performance and organisational needs.
- Occasional travel may be required.
