Simon Archer MA PhD FCA FRSA is Visiting Professor at the ICMA Centre in the Henley Business School, University of Reading, UK. Previously, he was Professor of Financial Management at the University of Surrey, UK, having been Midland Bank Professor of Financial Sector Accounting at the University of Wales, Bangor. He has been a visiting professor at various universities and business schools, including Bordeaux, Metz, ESCP-EAP and HEC in France, Frankfurt and Koblenz in Germany, and IIUM in Malaysia. After studies in Philosophy, Politics and Economics at Oxford University, he qualified as a Chartered Accountant and became Partner in charge of Management Consultancy Services in Price Waterhouse, Paris.


Professor Archer's main research interests are in the fields of International Accounting and Islamic Finance, including the financial reporting, capital adequacy, risk management and corporate governance of financial institutions. His published works include the International Accounting and Financial Reporting Standards Guide, Miller European Accounting Guide, Islamic Finance: Innovation and Growth, Islamic Finance: the Regulatory Challenge, and most recently Takaful (Islamic Insurance):Concepts and Regulatory Issues. He has also undertaken consultancy work in relation to Islamic financial services, in which connection his clients have included the IFSB, AAOIFI and A'Ayan Leasing and Investment Co, Kuwait.

Mr. Muhammad Azam is the Finance Director of the Islamic Corporation for the Insurance of Investment and Export Credit (ICIEC), an affiliate of the Islamic Development Bank. He graduated (BBA Hons.) and earned an MBA (Finance) from the Institute of Business Administration, Karachi University, Pakistan in 1983 and 1984 respectively. Later, in 1990, he completed his CPA from Florida, USA, and also earned his second MBA (MIS) from the Florida State University. He was associated with multinational firms like Mobil (now ExxonMobil) and other private sector firms in Pakistan and Saudi Arabia, for a period of 12 years, before joining ICIEC in 1998. He was instrumental in building from scratch the accounting and finance functions of the Corporation. In this respect he not only developed ICIEC's financial statements, based on the Takaful concept and the unique business and organizational requirements of the Corporation, but also put together policies and guidelines for the accounting and investment functions. His contribution in developing the corporate wide risk management function, and a risk management framework covering insurance, investment and operational risks, was instrumental in enhancing the risk management and corporate governance culture at ICIEC. He has been actively involved in the development of IFSB standards on 'corporate governance' and 'solvency requirements' for Takaful undertakings.

Peter Casey is Director, Policy and Head of Islamic Finance in the Dubai Financial Services Authority, having previously been responsible for the supervision of banking and insurance firms. Before joining the DFSA, he was Head of the Non-Life Insurance Department of the UK Financial Services Authority. Before that, he held senior regulatory posts in the Treasury, the Department of Trade and Industry and the Office of Fair Trading. He has wide experience of UK Government, having also served in the Cabinet Office and Science Research Council, and having worked in areas ranging from export promotion to the creation of computer misuse legislation. Peter was educated at Cambridge University.

Andrew Cunningham is FSVC's Managing Director responsible for programs in the Middle East. Mr. Cunningham joined FSVC in June 2004 and was based in Cairo with the dual roles of Country Director for Egypt and Director of Regional Program Development. In 2006 he transferred to New York to head the company's Middle East operations. Prior to joining FSVC, he spent nine years with the international rating agency Moody's Investors' Service as a Senior Vice President responsible for rating European banks, based in London, and before that, as a Senior Analyst developing Moody's rating coverage of Middle Eastern banks. Before Moody's, Mr. Cunningham worked for eight years as a journalist specialized in Middle East banking and finance, both in Cyprus, for the newsletter Middle East Economic Survey, and in London for the magazine Middle East Economic Digest.


Mr. Cunningham has published articles on Middle East finance in the Financial Times, the Carnegie Corporation's Arab Reform Bulletin, and in "The Gulf" magazine; and he is a frequent conference speaker. He acts as a consultant to the Kuala Lumpur-based Islamic Financial Services Board (IFSB) on credit rating issues and in that capacity wrote the IFSB's Guidance Note on "The Recognition of Ratings by External Credit Assessment Institutions on Shari'ah-Compliant Financial Instruments." He is currently preparing similar Guidance Note for the IFSB on the rating of Takaful undertakings. Mr. Cunningham holds a degree in Arabic and Islamic Studies from the University of Exeter in the United Kingdom and is proficient in Arabic, French, Greek and basic Farsi.

Dato' Aminuddin Md Desa is presently the Chief Executive / Director of Mayban Fortis Holdings Berhad. He was born on 1st April 1962 in Taiping, Perak. He is a Holder of Advance Diploma in Business Studies from UiTM in 1985 and an Associate of the Chartered Institute of Insurance, UK as well as an Associate of the Malaysian Insurance Institute in 1986. His carerr started in Talasco Insurance as Claims Executive in 1985, before he joined Syarikat Takaful Malaysia Berhad in 1986 with his last position as Deputy General Manager.


In 1995, he joined Arab Malaysian Assurance Berhad as General Manager. Later in 1998, he decided to join IHFIM Consultancy Services as Financial until 2001, before he joined Takaful Nasional Sdn Berhad as the Chief Executive Officer. Beginning December 2005, Dato' Amninuddin has been appointed as the Chief Executive Officer (CEO) of Mayban Fortis Holdings Berhad (MFHB), a position he held until 30th December 2007.On 31th January 2008 he was transferred to Maybank to be its Executive Director and Chief Financial Officer until his resignation on 31st October 2008. This is tandem with his appointment as CEO of MFHB / Head, Insurance & Takaful effective 1st November 2008. He is also a director of MFHB since 15th march 2006

Mr. Ahmed is also a member of the foundation Committee, board member and Chief of the Auditing Committee of Saudi Reinsurance Co. Mr. Ahmed has a vast knowledge and experience in the insurance field for 44 years.


In his career in the insurance industry, he has held the position as the General Manager for several insurance companies in Saudi Arabia where held the Chairmanship of the Saudi Insurance Federation for 20 years. He is also the Chairman of the International Federation of Takaful and Islamic Insurance Companies.

James Smith has worked with Ernst & Young for 25 years, specialising in insurance. Originally from the UK, he has also worked in Australia and several countries in Asia, currently being based in Hong Kong. A financial auditor by profession, he also advises on insurance regulation and compliance.


James’ experience includes audit and due diligence review of insurance operations, including acquisition due diligence, pre-privatisation investigation and financial and operational review at the behest of governments and international lending organisations. In insurance regulation, he consults on the implementation of regulatory requirements, regulatory reporting and the impact of proposed transactions such as changes in control and new ventures. He has given public presentations on a range of insurance regulatory topics.


James has also consulted to governments and international lending organisations on the development of insurance regulatory frameworks. These include the development of provisions applicable to the Takaful sector. He currently serves on a Working Party of the Islamic Financial Services Board.

Dawood Taylor has recently been appointed to the position of Senior Regional Executive-Takãful, Middle East for Prudential PLC. In this new capacity, Dawood will be developing Takaful throughout the Gulf region. For the previous ten years, Dawood was the General Manager of the Bank Aljazira Takaful Ta’awuni operation and has been at the forefront of Islamic Life Insurance development in KSA and the Middle East throughout this period. He and his team developed the Takaful Ta’awuni programme, a hugely successful Islamic Life Insurance and Savings Program for Bank Aljazira. He conceived and developed the initial Wakalah based Takaful Ta’awuni concept that is now the Islamic contract model of choice for most new Takaful operators.


The Bank AlJazira Takaful Ta'awuni programme has been honoured with various awards including the 2008 Euromoney Best Takaful Operator, 2007 KLIFF Best Takaful Operator, 2007 INSUREX Best Life Insurance Operator-Middle East, 2006 Euromoney 2006 Best Life Takaful Operator and the 2004 Islamic Finance & Banking Best Takaful Operator.


Previously Dawood worked with Arab National Bank as the Head of Investment, Western Region and previous to that headed up a life brokerage operation in the western region of Saudi Arabia for an offshore Isle of Man insurer.


Dawood is a member of the Islamic Financial Services Board Takaful Governance and Takaful Solvency Committees and is also a member of the International Cooperative and Mutual Insurance Federation Intelligence Committee. He speaks frequently at conferences and has published a number of articles, both locally and internationally. He has also been invited to advise on Takaful to the UK Treasury.


Dawood is married to Nabila, a Saudi national and has five children. He has lived and worked in Saudi Arabia since 1974.

Dr. Abdulrahman Khalil Tolefat is currently the Chief Executive Officer at Allianz Takaful Bahrain. He assumed the position in May 2008. Dr. Abdulrahman Khalil Tolefat was previously the financial and management directorate at the Central Bank of Bahrain (formerly Bahrain Monetary Agency) since 1999. He has participated in several Islamic financial conferences, and presented workshops and papers dealing with diverse financial issues such as insurance, international financial exchange, regulations and supervision in Takaful.


Dr. Abdulraham is recognized internationally. He has attended a number of courses at well known universities and centers in the United States, Singapore and the Middle East.


Dr. Abdulraham was born in 1975, in Bahrain, obtained his B.Sc in Mathematics from the University of Bahrain, MBA from DePaul University and Ph.D from Durham University in the U.K. He taught at the University of Bahrain from 1997 until 1998.
