SUMMARY:GN-7: Guidance Note on Shari’ah-compliant Lender-Of-Last-Resort (SLOLR Facilities)
DESCRIPTION:ALL IFSB MEMBERS\nDate: Thursday\, 15 July 2021\nTime: 4:30 – 6:30 (Kuala Lumpur Time)\nSector: Islamic banking\nTopics: GN-7: Guidance Note on Shari’ah-compliant Lender-Of-Last-Resort (SLOLR Facilities) \n\nLiquidity availability and smooth functioning of the payments system are considered as core objectives of any regulatory and supervisory authority for the banking sector. The global financial and economic crisis underscored the importance of well-designed financial safety nets\, particularly crisis prevention strategies\, as part of a comprehensive regulatory and supervisory framework to ensure the soundness and stability of the financial system. Lender-of-last-resort (LOLR) facilities represent one of the specific instruments and preventive strategies available to central banks\, to allow liquidity to be extended to one or more temporarily “illiquid but solvent” financial institutions\, at their discretion and in exceptional circumstances. \n\nHowever\, conventional LOLR facilities normally depend on interest-bearing loans or instruments\, and therefore cannot appropriately be extended to institutions offering Islamic financial services. IFSB’s Guidance note GN-7 considers how Shari`ah-compliant lender-of-last-resort (SLOLR) mechanisms might be conceived and used. \n\nWithin this online FIS workshop\, IFSB Secretariat would like to discuss concept of the SLOLR mechanism and focus on Shari’ah-compliant contracts used to support SLOLR\, as well as on required disclosures by central banks. \n\n***REGISTRATION OPEN TO MEMBERS ONLY***

SUMMARY:IFSB-FIS E-Workshop Series : Regulatory Capital for Islamic Banks
DESCRIPTION:Date: 9 November 2020 (Monday) \nTime: 4:30 – 6:30 pm (MYT) \nSector: Islamic banking \nTopic: Regulatory Capital for Islamic Banks \nOverview\n\nIn this e-workshop session\, the IFSB will be discussing banks regulatory capital\, by addressing the specificities of Islamic banking operations and business activities. Regulatory capital requirements were introduced as a prudential measure with the aim of ensuring that risk exposures of a financial institution are adequately supported by high-quality capital that absorbs losses on a going concern basis. This ensures that financial institutions meet their obligations on an ongoing basis as they fall due\, while also maintaining the confidence of customers\, depositors\, creditors and other stakeholders in their dealings with the institution and thereby promoting the resilience and stability of financial systems around the world.\n\nSubsequent enhancements to regulatory capital requirements also sought to further protect depositors and other creditors in a gone concern situation by providing an additional cushion of loss-absorbing capital. The basic regulatory capital requirement ensures that financial institutions maintain a minimum capital adequacy ratio at all times. The CAR is a measurement of a financial institution’s available regulatory capital expressed as a percentage of its total risk-weighted assets.\n\nWe will be taking the participants\, in more the details and in a simplified manner\, the tiers and components of regulatory capital for Islamic banks\, essential eligibility criteria for inclusion in the regulatory capital as well as the necessary regulatory adjustment to the capital that will make its quantification more conservative so that the capital is available at all times to absorb losses.\n\n \n\n \n***REGISTRATION IS OPEN FOR MEMBERS ONLY*** \n \n\nEvent Snapshots

DESCRIPTION:About the Workshop\n\nThis 4-day Facilitating the Implementation of the IFSB Standards (FIS) Workshop is tailored for the regulatory and supervisory authorities for the banking sector.\n\n IFSB-1:Guiding Principles of Risk Management for Institutions offering only Islamic Financial Services (IIFS)\n IFSB-17:Core Principles for Islamic Finance Regulation (Banking Segment)\n IFSB-16:Revised Guidance on Key Elements In The Supervisory Review Process of IIFS\n IFSB-15:Revised Capital Adequacy Standard for Institutions Offering Islamic Financial Services (IIFS)\n GN-6:Guidance Note on Quantitative Measures for Liquidity Risk Management\n GN-4:Guidance Note in Connection with the IFSB Capital Adequacy Standard: The Determination of Alpha in the Capital Adequacy Ratio for IIFS\n GN-3:Guidance Note on the Practice of Smoothing the Profit Payout to Investment Account Holders\n\nAs a background\, IFSB-1: Guiding Principles of Risk Management provides a set of guidelines of best practices for establishing and implementing effective risk management in IIFS. In particular\, the Standard sets out 15 principles for managing the risks inherent in Sharī`ah-compliant financial businesses.\n\nThe main objective of IFSB-17 is to provide a set of Core Principles – along with associated assessment methodology – for the regulation and supervision of the Islamic financial services industry (IFSI)\, taking into consideration the specificities of the IIFS in the banking segment\, the lessons learned from the financial crisis\, and complementing the existing international standards\, principally the Core Principles for Effective Banking Supervision issued by the Basel Committee on Banking Supervision.\n\nIFSB-16: Revised Guidance on Key Elements In The Supervisory Review Process offers guidance on key elements in the supervisory review process for authorities supervising IIFS taking into consideration the specificities of the IIFS\, the lessons learned from the crisis\, while complementing the existing international standards on the supervisory review process\, in particular those of the Basel Committee on Banking Supervision (BCBS).\n\nGN-3: Guidance Note on the Practice of Smoothing the Profit Payout to Investment Account Holders. This GN aims at identifying the causes and effects of smoothing practices including verifying how it is put into\noperation by IIFS. The GN also recommends best practices in dealing with the subject\, especially from the\nperspective of supervisory authorities and their prudential concerns.\n\nGN-4: Guidance Note in Connection with the IFSB Capital Adequacy Standard: The Determination of Alpha in the Capital Adequacy Ratio for IIFS\, for its part provides a methodology to estimate the value of alpha to be used in the supervisory discretion formula in calculating the CAR of IIFS; and to demonstrate how to measure the Displaced Commercial Risk (DCR).\n\nGN-2: Guidance Note on Commodity Murâbahah Transactions (CMT) highlight risks associated with CommodityMurābahah Transactions (CMT) and products of similar design and structure\, and to assess their implications in relation to the regulatory capital requirements in institutions offering only Islamic financial services (IIFS).\n\nIFSB-15: Revised Capital Adequacy Standard\, for its part\, includes implementation of an optimal capital adequacy framework to facilitate the effective coverage of risk exposures of the IIFS as well as the allocation of appropriate capital to cover these risks in a manner that is based predominantly on the Standardised Approach. This Standard also provides guidance on the features and criteria for high-quality regulatory capital components\, including Additional Tier 1 and Tier 2\, which comply with Sharī`ah rules and principles.\n\nMoreover\, GN-6: Quantitative Measures for Liquidity Risk Management Guidance Note complements IFSB-12\, and supports the harmonised application of the international regulatory regime in the area of liquidity risk management. This is achieved by providing guidance on the application of global liquidity standards for the IIFS\, especially the Liquidity Coverage ratio (LCR) and Net Stable Funding Ratio (NSFR) at the current stage\, with suitable adjustments based on the specific operational characteristics.\n\nOverall\, this Workshop on IFSB Standards aims to:\n\n Enhance the participants’ understanding of the respective Standards and Guiding Principles thereby facilitating the implementation of these standards in their respective jurisdictions;\n Assist the participants in the practical application of issues addressed in the particular standards through case studies\, hands-on exercises and other interactive tools; and\n Promote the sharing of experiences among the participants on the implementation of respective IFSB Standards and Guiding Principles.
