  1. H.E. Dr. Ahmad Mohamed Ali Al-Madani
    President, Islamic Development Bank

    H.E. Dr. Ahmad Mohamed Ali Al-Madani is President of the Islamic Development Bank (IDB). He has spent over 30 years in service of the IDB, from 1975 till now, save for leaving to serve as Secretary-General of the Muslim World League for two years (1993-1995). Before joining IDB, Dr. Al-Madani, who started off his career in the Saudi Arabian Ministry of Education, held various positions in the Ministry, as well as becoming Deputy Minister of Education for Technical Matters and Acting Rector of King Abdulaziz University.

     

    Dr. Al-Madani holds a double Bachelor in Commerce and Law and Postgraduate degrees in Public Administration. He obtained his Ph.D. in Public Administration from the State University of New York with a dissertation on “Financial Control before Disbursement – Comparative Study of the Financial System in Saudi Arabia and the State of New York.”

  3. H.E. Dr. Muhammad Al-Jasser
    Governor, Saudi Arabian Monetary Agency and Chairman of the Council of the IFSB

    Muhammad Sulaiman Al-Jasser was appointed Governor, Saudi Arabian Monetary Agency (SAMA) in February 2009. He joined SAMA as Vice Governor in 1995. His previous positions include Acting Deputy Minister of Finance for Budget and Organisation, and Executive Director for Saudi Arabia at the International Monetary Fund. He was awarded the King Abdulaziz Medal of the First Order.

     

    Mr. Al-Jasser has been and is still involved as Chairman and Member of the Board / Council in various organisations and projects. They include Saudi Telecom Co., The Arab Investment Company, “Technical Saudi Negotiating Team” for negotiations with the International Oil Companies, Eisenhower Fellowships Nominating Committee for Saudi Arabia, Fund for Supporting Research and Educational Programs at King Fahd University of Petroleum and Minerals, Saudi Arabian Mining Co. (MA’ADEN), Saudi Arabian Negotiation Team on the accession of Saudi Arabia to the WTO, Saudi Public Pension Agency, Saudi Arabian Airlines, Consultative Council of Islamic Corporation for the Development of the Private Sector, Board of Trustees, The Centennial Fund and Higher Committee of King Saud University Endowment.

  4. H.E. Dr. Umayya Toukan
    Governor, Central Bank of Jordan

    Dr. Toukan was born in Amman in 1946 and completed his undergraduate and MBA studies at the American University of Beirut. His career started at the Central Bank of Jordan in 1967 where, after few years, he completed further postgraduate work in Economic Development at Oxford University.

     

    Dr. Toukan completed his doctoral work at Columbia University in the City of New York and his doctoral dissertation was in the area of monetary economics (Money and Financial Markets).The dissertation addressed the impact of monetary policy on the foreign exchange holdings of the banking system in Jordan, i.e., the feedback between domestic economic activity and the external sector of the economy.

     

    Dr. Toukan served his country in several capacities including the post of Economic Advisor for the Prime Minister of Jordan, Head of the Economic Research Department at the Central Bank of Jordan, and Director General of the Stock Exchange in Jordan. On the regional level, Dr. Toukan held the post of Senior Economist at the Arab Monetary Fund in Abu Dhabi. On the international level, Dr. Toukan represented his country at the United Nations in New York (Economic and Financial Committee) during the period 1973 - 1978 and as Ambassador of the Hashemite Kingdom of Jordan to the Kingdom of the Netherlands, the Kingdom of Belgium, the Grand Duchy of Luxembourg and the European Union for the period 1996 - 2000. Dr. Toukan was appointed Governor of the Central Bank of Jordan as of January 1, 2001 for a five year term. Dr. Toukan was reappointed for a second term starting January 1, 2006.

  5. Professor Rifaat Ahmed Abdel Karim
    Secretary-General, Islamic Financial Services Board

    Rifaat Ahmed Abdel Karim is the Secretary-General of the Islamic Financial Services Board (IFSB), a post he has held since the IFSB started to operate in 2003. Prior to his current post, he was the Secretary-General of the Accounting and Auditing Organisation for Islamic Financial Institutions. He is a member of the Consultative Advisory Group of the International Auditing and Assurance Standards Board, now serving his second three-year term, and the International Liaison Group, Basel Committee for Banking Supervision. He previously served as a member of the Standards Advisory Council of the International Accounting Standards Board, for two consecutive terms, ending November 2008.

     

    Professor Rifaat is a Visiting Professor at the ICMA Centre, Henley Business School, University of Reading, UK, and is a Member of the Governing Council of International Centre for Education in Islamic Finance, Malaysia. He is the co-author of Islamic Finance: Growth and Innovation, Islamic Finance: The Regulatory Challenge and Business and Accounting Ethics in Islam. He is the first recipient of the Euromoney Outstanding Contribution to the Development of Islamic Finance Award, and other distinguished awards.

  6. Professor Volker Nienhaus
    President, University of Marburg

    Dr. Volker Nienhaus has been President of the University of Marburg and honorary professor at the University of Bochum since 2004. He was previously a a full professor of economics at the German universities of Trier (1989-1990) and Bochum (1990-2004).

     

    Currently, he is a member of the Federal Agency for Civic Education (since 2002), Governing Council of the International Centre for Education in Islamic Finance (INCEIF) in Kuala Lumpur (since 2006) and a consultant to the Islamic Financial Services Board (IFSB). Dr. Nienhaus also previously served as a member of several academic advisory committees, including the German Orient-Foundation (1993-2006) and the Federal Ministry of Economic Co-operation and Development (1998-2008).

     

    Dr. Nienhaus’s main research interests are in the fields of service sector economics, economic systems, transformation economics, international economics, Islamic economics and finance. He has published numerous books and articles on Islamic economics and Islamic banking and finance since the 1980s.

  7. Paul Koster
    Chief Executive, Dubai Financial Services Authority

    Paul M Koster was appointed Chief Executive of the DFSA on 1 December, 2008. He is the former Commissioner and Member of the Executive Board of the Autoriteit Financiële Markten (Netherlands Authority for the Financial Markets). Other positions previously held by him include Executive Vice President (Corporate Internal Audit), Royal Philips Electronics 1998-2001; Managing Partner Corporate Finance, Coopers & Lybrand 1988-1998; Chief Compliance Officer and Acting Commissioner of Quotations, Amsterdam Stock Exchange 1986-1988; and carried out a number of senior finance functions in his earlier career, having trained as an accountant with Arthur Andersen.

     

    He is a licensed Register (Chartered) Accountant and served as Chair of CESR-Fin from May 2006-December 2007 and was Chair of SISE (sub-committee on international standards endorsement) within CESR from May 2004-April 2006. He was also a member of the International Organisation of Securities Commissions (IOSCO) and represented the Netherlands on IOSCO's Chairs committees. He is a Dutch national, married and has two adult children.

  8. Barbara Ridpath
    Chief Executive Officer, International Center for Financial Regulation, UK

    Barbara Ridpath is Chief Executive of the International Center for Financial Regulation. Prior to her current position, from 2004-2008, Barbara was Executive Managing Director and Head of Ratings Services, Europe, for Standard & Poor’s, responsible for Standard & Poor’s rating activities in Europe, the Middle East and Africa.

     

    Before that she was Managing Director and Chief Credit Officer, Europe based in Standard & Poor's London office, where she was responsible for the development and application of ratings policy in Europe including its global consistency.

     

    Barbara joined S&P in 1983 after three years as an economist at the Federal Reserve Bank of New York. She worked in S&P's European network from 1986, holding a broad range of positions. Barbara spearheaded S&P's move into international securitisation based in London in the late 1980s, and ran S&P-ADEF in Paris from 1990 to 1993.

     

    From 1993 to 1998 Barbara was a Senior Credit Officer at JPMorgan Europe, rejoining S&P in 1998. Barbara holds an A.B. degree cum laude from Smith College and a Masters in International Affairs from Columbia University.

  9. Nigel Jenkinson
    Advisor to Governor, Bank of England

    Nigel Jenkinson became Executive Director, Financial Stability on 1 October 2003. The Financial Stability Area's work addresses the Bank's responsibilities for maintaining the stability of the financial system as a whole. In this role Nigel has responsibility for developing Bank policy on financial stability issues and the management of the Financial Stability Area. Nigel is a member of the Financial Stability Board which gives high level guidance on priority-setting.

     

    Before taking up his current role, Nigel was the Deputy Director, Monetary Analysis and Statistics from January 1999-September 2003. Previous roles include: Head of Structural Economic Analysis Division in Monetary Analysis; Senior Manager, Reserves Management in the Foreign Exchange Division; and a three year secondment in Basel working for the forerunner of the European Monetary Institution (itself the forerunner of the European Central Bank).

     

    Nigel graduated from the University of Birmingham in 1976 with a BSocSc in Mathematics, Economics and Statistics. He went on to take an MSc in Econometrics and Mathematical Economics at the London School of Economics before joining the Bank in September 1977.

     

    Nigel was born on 18 June 1955 and is married with two grown-up sons. His interests include reading and the theatre and watching football and cricket.

  10. Karl F. Cordewener
    Deputy Secretary-General, Basel Committee for Banking Supervision

    Earned a doctorate in business administration from Göttingen University in 1982. 1982-1994 served in various functions at the Deutsche Bundesbank, Frankfurt, in particular in the international department and, since 1988, the Banking Supervision Department. Mr Cordewener joined the Secretariat of the Basel Committee on Banking Supervision in November 1994. In January 2000 he was appointed Deputy Secretary General. Since 1998 his main area of work in the Secretariat has been the revision of the 1988 Capital Accord.

  11. Stefan Gannon

    Stefan Gannon was called to the Bar in England and Wales (Middle Temple) in 1973. He was in private practice and was later appointed as an international legal adviser to Midland Bank Plc. Stefan arrived in Hong Kong in 1983 became the legal adviser to the Monetary Affairs Branch of the Hong Kong Government and was involved in the establishment of the Hong Kong Monetary Authority in 1993. He has been its General Counsel and an Executive Director since. He sits on Hong Kong’s Standing Committee for Company Law Reform, is a member of the International Law Association’s Monetary and International Law Sub-Committee; the deputy chairman of the Professional Advisory Board of the Asian Institute of International Financial Law and a fellow of the Society for Advanced Legal Studies.

  12. Sami Ibrahim Al-Suwailem

    Sami Ibrahim Al – Suwailem is a Deputy Director, Islamic Research and Training Institute (IRTI), IDB Group. His previous positions include Chief Consultant and subsequently R&D Manager at Al Rajhi Bank, 1995 – 2004. He also has published several papers on Islamic Economics and Finance. Sami Ibrahim obtained his Master and Ph.D. in Economics from Southern Illinois University (1990) and Washington University (1995) respectively.

  14. Stuart Popham
    Senior Partner, Clifford Chance LLP, UK

    Stuart Popham has, since 2003, been the Senior Partner, worldwide, of Clifford Chance LLP the world's largest law firm. He chairs the firm's Partnership Council, the supervisory board of the worldwide firm. While being responsible for a number of client relationships, he has particular responsibility for Clifford Chance's reputation and values.

     

    He joined Clifford Chance in 1976, qualifying as a solicitor in 1978 and was elected to the Partnership in 1984. He has held various roles within the firm including leading the Banking and Finance practice areas between 1999 and 2003. He was based in the firm's Singapore office from 1981 to 1984 and is presently based in the London office.

     

    Stuart is a member of the International Advisory Board for the CBI and Chairman of the CBI London Council. He sits on the EU Advisory Board for the Corporation of the City of London and is an International Envoy for London. He is a trustee of the Tower Hamlets Business Education Partnership and a director of PlaNet Finance, a charity which promotes micro finance to assist the alleviation of poverty. Stuart is also a member of the business Advisory Forum of the Saïd Business School, Oxford University; he is a member of the DTI Asia Task Force, the UK India Business Council and also sits on the Council of The Royal Institute of International Affairs (Chatham House). Stuart chairs the steering group which is establishing the new body to promote financial services.

  16. Giles Adam
    Associate Partner, Regulatory Services

    Giles is an Associate Partner in KPMG’s Regulatory Services Practice, specialising in regulatory and compliance issues and leads our Prudential Regulation team. He advises banking clients on a range of detailed capital and prudential regulatory questions, and has increasingly focused on the implementation of Pillar 2 of Basel 2/the European Union Capital Requirements Directive including the design and review of ICAAPs.

     

    Giles has advised a number of clients on their preparation for Arrow visits from the FSA. He has worked on creating and reviewing risk policies, and has both reviewed and designed risk control structures. He has worked with clients on the design, implementation and improvement of anti-money laundering processes and procedures, has conducted AML reviews, and was seconded to a major UK retail bank as Group MLRO. Giles was a senior member of the KPMG team which produced the report on the role, structure and performance of NCIS in 2003. He helped plan and establish the Liechtenstein Institute for Compliance and Quality Management which focuses on AML issues.

     

    Giles advises clients on and has conducted independent reviews of corporate governance and high level control structures, including the design of Board and senior management committee structures, reporting structures and the adequacy of management information. He has advised 11 of the 33 successful applicants to the FSA forbanking authorisation since 2004 in doing so, he has attended meetings with the FSA, reviewed business plans, draftedpolicy statements and helped clients to establish control structures.

     

    Prior to joining KPMG Giles spent 12 years at the Bank of England and the FSA, working primarily as a regulator of banks and securities markets firms.

  17. Professor Simon Archer

    Simon Archer MA PhD FCA FRSA is Visiting Professor at the ICMA Centre in the School of Business, University of Reading, UK. Previously, he was Professor of Financial Management at the University of Surrey, UK, having been Midland Bank Professor of Financial Sector Accounting at the University of Wales, Bangor. He has been a visiting professor at various universities and business schools, including Bordeaux, Metz, ESCP-EAP and HEC in France, Frankfurt and Koblenz in Germany, and IIUM in Malaysia. After studies in Philosophy, Politics and Economics at Oxford University, he qualified as a Chartered Accountant with Arthur Andersen in London and then moved to Price Waterhouse in Paris, where he became Partner in charge of Management Consultancy Services in France and Scandinavia. His academic career thus began after substantial experience as a practitioner, mainly in management consulting.

     

    Professor Archer’s main research interests are in the fields of International Accounting, Accounting Theory and Accounting for Banks, including the financial reporting, capital adequacy, risk management and corporate governance of financial institutions. His recent work has been particularly concerned with Islamic financial institutions. He is co-author of the International Accounting and Financial Reporting Standards Guide published by CCH and co-editor of the Miller European Accounting Guide, published by Aspen, in addition to being co-editor (and chapter author) of Islamic Finance: Innovation and Growth, published by Euromoney Books and of Islamic Finance: the Regulatory Challenge published by John Wiley.and Takaful (Islamic Insurance): Concepts and Regulatory Issues to be published by John Wiley. He is also the author of a considerable number of academic papers on accounting theory, international accounting and accounting, finance and governance issues in financial institutions, including those in Islamic finance. He supervises PhD research students in these areas, and has been an invited speaker at numerous conferences and seminars.

     

    His consultancy work includes the following:
    • Consultant to AAOIFI Capital Adequacy Committee, 1997-1999.
    • Consultant to AAOIFI on English language versions of Standards on Financial Accounting, Auditing, Governance and Shari’a, 1997-2003.
    • Consultant to AAOIFI on the relationship between AAOIFI’s Financial Accounting Standards and IASB’s IAS, 2002. He prepared a report for AAOIFI on the subject.

  18. Md Khairuddin Bin Hj Arshad
    General Manager, Malaysia Deposit Insurance Corporation

    Md. Khairuddin bin Haji Arshad is the General Manager of Insurance, Risk Assessment and Monitoring Division. He is responsible for the analysis and monitoring of the risk level of banks as well as the intervention and failure resolutions of troubled banks. Prior to PIDM, he served Bank Negara Malaysia (BNM) for over 15 years in the Bank Regulation Department and the Islamic Banking and Takaful Department. He has extensive experience in Islamic banking and finance, and is currently a member of the Malaysian Accounting Standards Board (MASB) working group on Islamic financial transactions. He has also provided technical assistance to various countries in developing their Islamic banking industry as well as presented papers at domestic and international seminars. He holds an accounting degree from the International Islamic University, Malaysia.

  19. David Bailey

    David Bailey is Manager of the Capital Markets Sector team at the FSA, a position he has held since January 2007. In this role he has responsibility for the identification, evaluation and mitigation of risks to the FSA's statutory objectives across capital markets. During this time the team has had responsibility for the FSA's approach to work on topics including regulatory engagement with Credit Rating Agencies, Private Equity, Islamic Finance and the implementation of the UK Regulated Covered Bond Regime. David joined the FSA in 2007 having spent 9 years working at JPMorgan, whom he joined as a graduate in 1997. For the majority of this time David worked as a derivatives trader in the Rates Hybrids and Exotics business. He graduated from Durham University in 1997 with a BA in Economics and Spanish.
